### Responsibilities
The incumbent of this position is responsible for: The technical oversight of all reprocessing of RME and equipment used in reprocessing wherever such reprocessing occurs within the facility, regardless of organizational alignment;
The development, administration, and validation of initial and annual competencies for staff performing reprocessing of RME and for all personnel involved in using the reprocessing equipment; Ensuring all functions of SPD, regardless of organizational alignment, are functioning effectively (this includes: decontamination, preparation, and case cart, etc.)
The incumbent plans, develops, directs, and maintains a quality control program for SPD ensuring product quality assurance through random sampling, biological testing, product assessment, and related means. SPD is the central point within the medical center providing the technical supply functions of collection, decontamination, processing, packaging, sterilization and distribution of all patient care supplies, instruments and equipment. The incumbent is responsible for developing the technical requirements necessary to subsequently order and manage 2000 +/- recurring surgical, medical and non-medical line items. This necessitates the utilization of appropriate inventory management techniques. Inventory management will be based upon the mathematically formulated economic order quantity (EOQ) principle in combination with established safety stock levels and receipt lead times. Consideration must be given to industry-wide shortages, unusual patterns, unpredictable trends, patient status shifts, and unexpected or sudden medical program changes to appropriately manage the SPD inventory.
The SPD Team is organized into distinct and physically separate units.
Decontamination - The decontamination unit is solely responsible for the collection and receipt of all used, soiled supplies, instruments and equipment. Decontamination processing requires the knowledge to determine what specific means are utilized to accomplish cleaning, disinfecting, or pre-sterilization of complex diagnostic equipment, powered surgical instruments and medical apparatus.
Sterile Preparation - Sterile preparation accomplishes the assembly, packaging, and terminal sterilization of all trays, sets, OR instruments and linen packs for use throughout the medical/surgical center. Instrument sets or trays contain from three to two hundred different types of "difficult to identify" surgical instrumentation.
Procurement and Inventory Management- The incumbent is responsible for developing the technical requirements necessary to subsequently order and manage 2000 recurring medical and surgical line items, medical/surgical gases, instruments and surgical implants.
Storage and Distribution- The incumbent must have knowledge of inventory management techniques. Inventory management will be based upon the mathematically formulated economic order quantity (EOQ) principle in combination with established safety stock levels and receipt lead times.
The incumbent has direct responsibility for planning, directing, and coordinating the complexities of a comprehensive supply support activity allowing for coverage through three shifts, five days per week plus on-call. Incumbent is responsible for frequently off-site servicing wards and clinics or areas distant from the primary work center. The Chief makes decisions based on problems presented by subordinates, works with heads of other organizations to resolve mutual problems or areas of concern, advises higher level management on problems in the organization and assesses the impact of those problems on the organizations activities and those of related medical center activities, orientation and in-service training programs. The use of non­permanent and occasional workers within the SPD Team is an additional responsibility of this position.
Incumbent forecasts, plans, develops, submits and manages an annual budget of approximately $1.9 million. Responsibilities also include management of $480,000.00 in non-expendable inventory (EIL) property, and approximately $1.5 million of surgical instrumentation.

### Qualifications
**Basic Requirements**:
* United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
* Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. **OR** The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) **OR** In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
* Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
**Grade Determinations**: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
* Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
* Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
The Chief, SPS is a title that refers to anyone who has supervisory responsibility over SPS staff members who perform the functions of decontamination, HLD, and sterilization of all critical and semi-critical RME.
**The Chief, SPS, is responsible for:
Completing Level 1 training and Level 2 certification through the VA national SPS training program or certification through a professional Central Service certification program such as IAHCSMM or the Certification Board for Sterile Processing and Distribution (CBSPD).
(a) Level 1 must be completed as soon as possible, but not to exceed 90 days from time of appointment in SPS.
(b) Level 2 certification must be completed within 6 months from time of appointment.
(c) SPS certification is a condition of employment and must be maintained while in this position. Failure to maintain certification may be grounds for removal from this position.
Reference:** VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
**Physical Requirements:** A pre-placement physical examination to determine the physical, cognitive and emotional fitness of candidates for appointment in VA is required.
